- 
                The highest hit digital surface model (DSM) represent
                the earth's surface elevation with all vegetation and
                man-made structures included. It was derived from NIR
                LiDAR data using the highest hit method. Some elevation
                values have been interpolated across areas in the ground
                model where there is no elevation data (e.g. over
                water). Data was processed in reference to NAD83
                (CORS96), however the horizontal datum for this dataset
                is defined as NAD83 (HARN) as the difference is
                generally small and allows for greater ease of use with
                data in different datums. The vertical datum is NAVD88,
                Geoid 03, and the data is projected in Washington State
                Plane North. Units are in US Survey Feet. Quantum
                Spatial collected the Cedar River Watershed Delivery 1
                LiDAR data for the Puget Sound LiDAR Consortium between
                12/11/13 and 02/06/14.

                    Acquisition. Quantum Spatial collected the Cedar
                    River Watershed Delivery 1 LiDAR data between
                    12/11/13 and 02/06/14. The survey used a Leica ALS60
                    laser system mounted in a Partenavia, and a Leica
                    ALS70 laser system mounted in a Partenavia. Data was
                    collected using a single pulse flight plan for the
                    majority of the missions, and a multi pulse flight
                    plan on 12/16/13. Near nadir scan angles were used
                    to increase penetration of vegetation to ground
                    surfaces. Ground level GPS and aircraft IMU were
                    collected during the flight.

                    1. Flight lines and data were reviewed to ensure
                    complete coverage of the study area and positional
                    accuracy of the laser points. 2. Resolve kinematic
                    corrections for aircraft position data using
                    kinematic aircraft GPS and static ground GPS data
                    using Waypoint GPS 8.3, Trimble Business Center
                    3.10, and Geographic Calculator 2013.
                    3. Develop a smoothed best estimate of trajectory
                    (SBET) file that blends post-processed aircraft
                    position with attitude data using IPAS TC 3.1.
                    Sensor head position and attitude are calculated
                    throughout the survey. The SBET data are used
                    extensively for laser point processing.
                    4. Calculate laser point position by associating
                    SBET position to each laser point return time, scan
                    angle, intensity, etc using ALS Post Processing
                    Software 2.74. Create raw laser point cloud data for
                    the entire survey in *.las (ASPRS v.1.2) format.
                    Data are converted to orthometric elevations
                    (NAVD88) by applying a Geoid03 correction.
                    5. Import raw laser points into manageable blocks
                    (less than 500 MB) to perform manual relative
                    accuracy calibration and filter erroneous points
                    using TerraScan 14.001. Ground points are then
                    classified for individual flight lines (to be used
                    for relative accuracy testing and calibration).
                    6. Using ground classified points per each flight
                    line, the relative accuracy is tested. Automated
                    line-to-line calibrations are then performed for
                    system attitude parameters (pitch, roll, heading),
                    mirror flex (scale) and GPS/IMU drift using
                    TerraMatch 14.001. Calibrations are calculated on
                    ground classified points from paired flight lines
                    and results are applied to all points in a flight
                    line. Every flight line is used for relative
                    accuracy calibration.
                    7. Classify resulting data to ground and other
                    client designated ASPRS classifications using
                    TerraScan 14.001 and TerraModeler 14.001. Assess
                    statistical absolute accuracy via direct comparisons
                    of ground classified points to ground RTK survey
                    data.
                    8. Generate highest hit models as a surface
                    expression of all classified points.
